I have some Borland Pascal programs originally written for DOS
protected mode. These needed to be run with RTM.EXE and DPMI16BI.OVL.
If I now run them in a Command window under Windows XP is it necessary
to have these 2 files (RTM.EXE and DPMI16BI.OVL) available or will the
programs run without them i.e. does XP handle the 'protected mode'
issues?

This begs for the question: Why don't you just try it?

Piqued my curiosity with that... Does what? Runs? Requires the two files?

I put a protected mode program in a separate folder without RTM.EXE and
DPMI16BI.OVL and it runs perfectly.
